'Tis the season for... exams

Last week was the first week of "Kenyan Certificate of Secondary Education" (KCSE) exams. The exams take place over a two-week period and over 357,000 students will write the same exam. http://www.kbc.co.ke/news.asp?nid=67063

Every year, the national exam board prints a list of the top-acheiving students in the country - their name & their score. (http://kenyaeducationguide.com/article/2377/2009-kcse-results). In North America, it would be very controversial to publish such a list, with concerns over how students not on the list would feel about their lower performance.

What do you think? Should top exam performers be published publicly, or no?
